This plugin uses the legacy MaxMind Geolocation database (file) found at their official website you need to save this to the root of the plugin's data folder <plugin>/GeoLiteCity.dat or modify line 26 and line 31 to look elsewhere for the database file.
This product includes GeoLite data created by MaxMind, available from http://www.maxmind.com.
