Check ufw is active

• Only check whether the ufw is active after ufw service is enable instead of configuring the ufw.

Rationale:

• Ensure ongoing compliance with remote access policies by checking the status of Uncomplicated Firewall (ufw)

I'm waiting for a ComplianceAsCode member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
