This PR removes Compass from the project.
Compass has been EOL for at least the last 8 years, and is largely irrelevant now, thanks to advances in Sass, CSS, and HTTP.
Moreover, its inclusion in the Gemfile actively prevents other dependencies from being upgraded, so removing it unlocks further dependency updates.
