Docker and chains refactor

• We've refactored algorithm processing chains to each write their own JSON definition file instead of all writing to a single chains.json.
• We've also added support for Docker, so you can now Dockerize the ATK in either development or production mode. See the Docker section in https://algorithm-toolkit.readthedocs.io/.

Addresses a few bugs and security issues

• Fixed issues #14 #15 and #9.
• Resolved security issues with internal dependencies Pillow and marked.js
