Allow dev builds to upgrade all versions #2818

I built a couple dev builds (0.1.0) and a couple of release builds (1.0.0, 1.1.0) and installed them in various orders testing that dev builds always overwrite, and that release builds retain a linear upgrade path. Basically, you just need to pass ProductName and ProductVersion when doing a release build e.g., msbuild -t:rebuild azd.wixproj -p:ProductName="Azure Developer CLI" -p:ProductVersion="1.2.3" The |
