Fixes #416: The data is kept to allow users to upgrade to 3.5 without any data loss. Instructions are added for those who are staying on 3.3 without alternc-ssl and wish to remove this data manually.

Revert the changes to remove the alternc-ssl package, and modify the alternc-ssl package to not delete data on removal or purge.
Some further changes so that installation on jessie/stretch works. Prepared changelog for 3.3.12
