Change translation service

As of now, we use transifex service but looks no more accurate
Maybe we must reflect about to change this service

Asking could be related from #551 with translation proposition

I think about to other services as :

is GPLv2-only, and should be GPLv2-or-later

Indeed I do a mistake when I've opened weblate project.
We have gpl2 and + about code and CC0 about translation
as defined on our readme https://github.com/AlternC/AlternC#license

I've updated to CC0 to respect our licensing

CC0 is a mess for collaborative works, seeing as rules for public domain differ between regions.
I would (if needed) ask for permission to relicense to the project license, which is strictly compatible,
and never open that can of worms.

I think we can release all to GPLv2 or later also all traductions. I check with other team members to confirm this change.

GPLx+ licences have never been adapted to non-code, but honestly translations licenses don't matter much in the real world.

Use one or another, and nothing of value would be lost. So hurray for GPLv2 if that helps.

I do recommand weblate as a tool. Absolutely fabulous, although the complexity can be overwhelming.

I have a little weblate experience, and i agree. Very effective tools for translators. A bit difficult to configure projects when we don't know the tool, but once it is done, it works really well.

I do not know how complex it is to self-host: i use the Framasoft's instance for my project. But i once tried to use it locally (to test some process), and it was very quick to setup using docker.

@JohnXLivingston thanks for your comment. Actually we don't have enough force/energy to add/maintain a new tool in our ecosystem.
Actually I would search a solution more accurate wit AlternC spirit with if possible a saas solution.
Later if we can be more efficace could be interesting to do a self hosting :)

To wait final confirmation, I've backported existing translation from transifex to local lang/ directory. Then could imported be in weblate later.

CC seems more adapted for text, less for code, but we're totally fine with changing to GPLv2 at Koumbit's side if it helps!
