Motivation
The base grafana should be updated to keep up with current features in the snarkOS mainnet/mainnet-staging branches. I removed the panels for noise encryption/decryption size and time, added some panels like avg seconds per block stat and broke up the block height stat and block height timeseries graph for easier analysis.
