Motivation
This PR introduces an update for the puzzle integration in snarkOS. These changes will enable development and testing of the puzzle for snarkOS nodes. Benchmarks, unit tests, and integration tests have been updated to reflect the changes made, and all tests are passing on this branch.
Attention - the puzzle will not be finalized until mainnet. This PR proposes changes that are strictly for the developmental process of snarkOS and snarkVM.
Note - This PR is waiting on #3174 to pass
