Motivation
This is the Sister PR to AleoHQ/snarkVM#2385 that implements ARC-0037 with withdrawal addresses.
The changes here are simply to enable the addition of the
withdrawal_addressin the CLI for custom genesis blocks for development networks and to fix compilation of tests for the updatedBondedBalancestype in snarkVM.
