Goal: instead of maintaining 2 identical lists of tags (one with more info/sub-lists), centralize into 1 and auto-generate the other.

Acceptance Criteria:

  1. Refactor the ../tools/text_formatter.py and ../docs/possible_tags.md files so the .md file is auto-generated
  2. Update README to reflect this change, if needed
