Reason:

As a user, I want to see the topic thumb that I have uploaded for my approved topic
As a moderator, I want to moderate the thumbs (on post queue step) that were uploaded by the user
As a moderator, I want to moderate the tags (on post queue step) that were selected by the user

Done:

Topic thumbs now going through the post-queue

TBD:

Post queue page: editor for topic thumbs
Post queue page: tags editor
Tests
