I add a revue on options values in my dev database.
I saw some combinews-* options.
as combinews is deprecated, these options could be purged during setup process, don't you think ?
same way for other options for deprecated plugin or themes.

They will get purged if you have enabled the GalleryArticles plugin and used its option to "import" previous combi-news articles. (This option is available only if the zenpage_combinews option was enabled as otherwise presumably you were not using combi-news.)
As to the other options, They can be purged, but since the deprecated function is still available they probably should not be purged.
In general the issue of cleaning out obsolete options is problematic. It really takes human intelligence to make the decisions. There are clues stored along with the option that can help. For instance for theme options the theme name is stored. But we really do not have a indicator that the theme has been removed, so the user who does that would need to purge its options.
There is not much harm in leaving obsolete options. They take up little space and do not impact any performance.
