This work proposes a New Economic System (NES), which includes the best aspects of planned and market economies and adds to them the economy of merit, sharing economy and others. The operating unit of the NES is two-dimensional money (2 D money), consisting of two components, D1 and D2, which have a physical dimension and are not subject to fluctuations and drift. The money component D1 describes the average amount of social labor required to create goods (goods and services). The unit of measurement D1 is time. D1 money is used for the profit-free purchase and sale of goods, and the credit interest on D1 is always zero. The market in the NES is based on the money component D2, and this money is created “out of nothing” upon the delivery of one or another benefit, proportional to the corresponding useful work of the goods, and becomes the property of persons involved in the production, ownership and consumption of these goods. The physical meaning of money D2 coincides with useful work in mechanics. The unit of measurement D2 is time to the second power. D2 money is used for the competitive purchase and sale of rights to purchase scarce goods, including public resources for creating and developing a business, and profit and credit interest on D2 are arbitrary.

В этой работе предлагается Новая Экономическая Система (НЭС), включающая в себя лучшие стороны плановой и рыночной экономик и добавляющая к ним экономику заслуг, sharing economy и другие. Операционной единицей НЭС являются двухмерные деньги (2D деньги), состоящие из двух компонентов, Д1 и Д2, имеющих физическую размерность и не подверженных колебаниям и дрейфу. Компонент денег Д1 описывает среднее количество общественного труда, необходимого для создания благ (товаров и услуг). Единицей измерения Д1 является время. Деньги Д1 служат для бесприбыльной купли-продажи благ, а кредитный процент по Д1 всегда равен нулю. Рынок в НЭС основан на компоненте денег Д2, и эти деньги создаются "из ничего" по факту принесения той или иной пользы, пропорциональной соответствующей полезной работе благ, и поступают в собственность лиц, причастных к производству, владению и потреблению этих благ. Физический смысл денег Д2 совпадает с полезной работой в механике. Единицей измерения Д2 является время во второй степени. Деньги Д2 служат для конкурентной купли-продажи прав на приобретение дефицитных благ, в том числе - общественных ресурсов для создания и развития бизнеса, а прибыль и кредитный процент по Д2 произвольны.
