Update Template Table Show Rules and Bibliography Font Size

There was a bug in the way that tables were being implemented and it is now fixed. I have also update the font size for the bibliography to match AIAA standards.

I am submitting

Hi, and thank you for the update. I think this should go in a new version, as it changes the way documents that use this package are rendered (even if the previous way was incorrect). Could you please open another PR with a 0.1.1 release containing this change?

I have no idea how to do that. Thanks, I'll just maintain my own repo until I can learn how to do this.
