Tag prior to the refactor of Tsugi/Koseu

Up to now, we have been adding Koseu functionality without removing the equivalent Tsugi functionality. We will be removing the Tsugi functionality going forward.

If you are jumping from tag to tag in your production, make sure to run the database upgrade as soon as you grab the new tag.
