This resolves #288

Please write user-readable short description of the changes:

  • enable fan out for the same source (with setting query_resource_group='shared')
  • support attach back independent channel with seek to when reaches to latest records
  • support attach back independent channel for recover mode when reaches to latest records
  • move StreamingStoreSourceMultiplexers (a multiplexers is bound to a stream) to StorageStream from StreamShard
  • fix minor for smoke test
  • support fan out for backfill read and fix more
