Order Not Being Retained After Importing from Gargul to TMB

This issue seems to only be occurring on those that have GM and/or Officer role. When items are awarded then loaded into TMB via Gargul extract it will reorder GM and Officer items.

Wishlist:

1. Last Laugh
2. Broken Promise
3. Wall of Terror
4. Gatekeeper

If Broken Promise is awarded then data is imported into TMB this will be the new Wishlist priority:

1. Last Laugh
2. Wall of Terror
3. Gatekeeper

When it should be:

1. Last Laugh
2. Wall of Terror
3. Gatekeeper

In the audit log you can see there is some kind of auto "re-ordered items for a character"
