Description

New React / Tauri UI for launchpad

Motivation and Context

The previous UI doesn't work with the new backend
To use, go to ui/frontend and run npm install
Then run npm run start to start the ui
This is still a work in progress, so not everything is connected to the backend yet

How Has This Been Tested?

Manually
