I'm the author of CleverCSV, a Python package that provides improved dialect detection for CSV files. The package is a drop-in replacement for the Python
csvmodule and also provides a command line interface for dealing with non-standard CSV files.This PR also links to an article I've written on the problem of non-standard ("messy") CSV files.
