Modify the parameters of the configure, computeVelocityCommands functions, add the setSpeedLimit function to match nav2_core::Controller of ROS Humble. Fix the LOGGER formatting error.

This PR deletes ~5k lines of code and overrides the root readme of the repo for that package. Please fix and happy to review :-)
