This adds global option
DataPackageR_verboseto control text output to the console. The option is set toTRUEduring package loading for typical interactive use, which retains current behavior, and FALSE during automated unit testing. Documentation of package-level global options has been added to?DataPackageR_options.Addresses #119 and #113.
