Convert usage of piezo controller from nipiezojenapy to controller built into qt3-utils

Following Issue #114

Use the new piezo controller directly in qt3-utils inside of qt3scan and other areas of the code.

Identify where nipiezojenapy module is used and replace.
Identity jupyter notebooks where nipiezojeanpy is used and replace (be careful here)
Thoroughly test on hardware - in QT3 lab especially.
