This will probably fail to link on windows, but at least it is a step closer. Supersedes #981. CC @xoviat

Take out complex_windows.cpp and complex_windows.h, as it doesn't work.

The next issue is that cram shouldn't be downloaded for windows because:

-- Downloading http://raw.githubusercontent.com/pyne/data/master/cram-win-NOTFOUND.tar.gz -> cram-win-NOTFOUND.tar.gz
CMake Error at cmake/DownloadAndExtract.cmake:17 (message):
  22"HTTP response code said error"

Hi @xoviat - can you test the latest changes please? I updated this so that the API/ABI is the same on windows as other platforms, but throws and error.

I'm sure that @scopatz is not still working on the Windows build (Hi! Scopz! 😉). Others may (or may not) find this a useful starting point, but a lot has moved forward since this was last considered. We might want to push this branch to the upstream for posterity.
