Fix linting and add 'space-before-blocks' rule
Motivation and Context
Fixes #30
Added 'spacing-before-blocks' rule to force consistent spacing usage. There were about ~400 errors if spacing required and ~800 if the spacing is disabled, so I decided to force required spacing.
