This commit is not to be pushed on its own, but is solely made to enforce compatibility of this branch with the previously created one containing changes to the build system, in which empty intstats.[ch] files were necessary.
pmacct now supports periodic sending of internal use metrics to a StatsD [1] instance. This commit focuses on the intstats code. [1]: https://github.com/etsy/statsd
