Add GitHub Actions workflow to run
yarn buildand then check whether there are local modifications. Running this on all pull requests should make it safer to contribute to the project as well as to review pull requests.There are more checks I'd like to see added, such as
reviewdog-action-prettier, but thought we could start withyarn buildand build from there.
