Moved from openssl/technical-policies#79

Changed to require approval of both OTC and OMC (last commit)

Fixes openssl/project#279

It looks good; however, I'd like to ask to hold off on using it until we have a prominent candidate to include as an experimental feature.

Updated. Do we want to adopt it and not use it yet, or wait for a candidate before voting on it?

For now, we need to wait and discuss it additionally at f2f, and it will require to obey the new policy adoption process.
