Intended to ensure that requests can drain when pods terminating. See opendatacube/datacube-ows#764

Tested this change (by live-editing) in dev cluster; ~170 hrs since with no downtime according to uptime robot, contrasted to frequent probe failures (several times per day) before and still ongoing in prod cluster. |
