Adds make upload-sbom-to-silk SBOM_JSON_FILE=...json to upload SBOM lite files to Silk.

Test

% make upload-sbom-to-silk SBOM_JSON_FILE=docs/releases/v2.2.2/linux-arm64.sbom.json   
...
