Stream helpers powered by turbo-ruby

The goal of this Pull Request is to rework the TurboPower::StreamHelper module so that it can...

• be used to render stream tags outside of Rails (currently depends on internal helpers of turbo-rails)
• be used to render stream tags in Ruby by having callable methods accessible from the gem constant.
• render partials/blocks again (Resolves Restore block rendering and partial rendering syntax for streams #13)
• optimize the output of stream tags by not rendering unnecessary <template> tags (Resolves Don't generate <template> tag if it's not necessary #16)

In order to achieve this we are going to pull in the turbo-ruby dependency, which probably also means that we can remove the dependency on turbo-rails down the road.

Are you planning on adding phlex-rails and turbo/ruby as dependencies to turbo_power-rails? I kinda liked the slimness of this gem.

Hey @davidalejandroaguilar, I'm not sure quite yet. But yeah maybe that's what's going to happen. Currently we depend on internals of turbo-rails which is also not good. And having this gem independent of turbo-rails and even rails is also not a bad thing, this makes this gem even slimmer and we might be able to rename it to turbo_power-ruby :)
