This is a refactoring of serve_data module which isolates each activity in its own middle-ware function. It makes it a bit easier to use async functions to perform various conversions on the tile data (zipping and unzipping etc.).
I realize this might not be what you are looking for: feel free to close it if you'd rather take it in another direction.
