I saw a publish.yml file that didn't use recent versions of python packages etc, so I figured I'd update it based on jupyterhub-python-repo-template project together with the RELEASE.md file.
As part of switching to use tbump, I reworked
_version.py
a bit, calculatingversion_info
based on__version__
instead of the other way around as for example done in jupyterhub/jupyterhub's _version.py file.
