Bump gc version to 8.2.4

* CMakeLists.txt (PACKAGE_VERSION): Bump micro version (to 8.2.4).
* README.md: Likewise.
* configure.ac (AC_INIT): Likewise.
* doc/README.cmake (HOW TO IMPORT BDWGC): Likewise.
* include/gc_version.h (GC_TMP_VERSION_MICRO): Likewise.
* CMakeLists.txt (LIBGC_VER_INFO): Increment revision (change version
info of libgc.so to 6:2:5).
* Makefile.am (LIBGC_VER_INFO): Likewise.
* ChangeLog (8.2.4): Set release date.
