Manifest Reader

This is a fairly simple project that contains some utils for reading manifests, using VUnit, and using vivado It should enable

• Automatic manifest parsing
• Automatic Vunit running
• VUnit Vivado integration (WIP)
• Vivado project integration by making a list of files to pull in
• Utils for VSG, VHDL-LS
