The original license is unknown. The author, Robert F. Tobler, died 2016/04/03 (per https://commons.wikimedia.org/wiki/User:Rftblr, retrieved 2017/02/20). His academic homepage (https://www.cg.tuwien.ac.at/staff/RobertTobler.html, retrieved 2017/02/20) does not appear to specify a license.
Given that Dr. Tobler was a professor, I am proceeding under the good-faith assumption that the code is available under open-source terms. Anyone with information to the contrary is heartily invited to open an issue here.
