Modify the GitHub Actions build matrix to test on Java 21 LTS instead of the now unsupported Java 18.

Java 21 isn't supported by the current latest version of Gradle, 8.3, but will be with Gradle 8.4. Gradle 8.4 RC1 is already released so a stable 8.4 will most likely follow soon. #1432 can help by opening PRs when new Gradle versions get released, keeping Gradle up to date. |
