What does this PR do?
PDR got a new NUT script for non-generated deploys
https://github.com/salesforcecli/plugin-deploy-retrieve/pull/619/files#diff-7ae45ad102eab3b6d7e7896acd08c427a9b25b346470d7bc6507b6481575d519R149 that covers mdapi and non-project/non-tracking scenarios.
so this adds that test
