Use fswatch instead of watchman

This changes watchman to a esy packaged fswatch. This should allow us to package the watcher with fastpack which means that there is not external install.

Outstanding tasks:

• See if we can do something better with the implementation
• Package fswatch for windows, I have some ideas and pointers here
• Release esy-fswatch on npm
