Python 3 Compatibility

This release provides compatibility with python3. A few tests and a sample file are also included to check the package.

Extract IDs

This is mainly being released to sync with the PyPi version.

Updated diff tool

Not much of a change from 1.0.0--removed a few stale function imports.

Initial release

Initial release of the OpenStreetMap diff tool. There are many like it; this is hopefully a leaner version.
