[OneDiscover] DataSource selector implementation

This is a placeholder issue that needs to be refined when Designs are ready (https://github.com/elastic/platform-ux-team/issues/231)

Create the new extended DataSource selector according to the design.
Take into consideration the difference to the current DataSource selector:

• Including data view creation/modification + field editing
• Handle lack of permission

Out of scope for the initial version: Providing a way to explore indices directly (Like the current DataView Picker offers)
