CompatHelper: bump compat for NamedArrays to 0.9, (keep existing compat)

This pull request changes the compat entry for the NamedArrays package from =0.9.0, =0.9.1, =0.9.2, =0.9.3, =0.9.4, =0.9.5, =0.9.6 to =0.9.0, =0.9.1, =0.9.2, =0.9.3, =0.9.4, =0.9.5, =0.9.6, 0.9.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.
