Deno using memory even when i;m not running a file with deno #23577

Version: Deno 1.42.4
deno keeps using my memory when i'm not even running a file or script with deno, or i also see this popped up on VScode:

fix: don't spawn the language server if explicitly disabled settings denoland/vscode_deno#1109
