* now DEBUG definition enables TAPs for emulator access.
* also DEBUG_EMU definition allows enables more TAPS - WUC, PRCM, PBIST with bit mask:

2 - PRCM
4 - PBIST

PR #1 has blocks emulator access for debug by default. To handle this problem, cc26xx platform apps have to provide own ccfg.c. that is a lot of work.
Here is provided patch, that enables DAP, TEST TAPs if compiling with DEBUG symbol.
also provided DEBUG_EMU - allow enable more TAPs for JTAG access
