Evaluate approachs to develop Courtbot for San Jose

This would be considered as "Epic" ie - this task is the current main task that will have large subtasks.
Goal - Understand extensibility of the various deployments, and determine what we want to build to court bot san jose.

Tasks:

• Understanding various deployment of courts bots. Is there a hook?
  • Tulsa: Evaluate code provided by Tulsa courtbot #2
    • If we Tulsa can simple provide the infrastructure - what data are they looking for?
  • Anchorage: Evaluate courtbot from Anchorage #1
• Understand data requirements
  • Accessing court data - Access Santa Clara court data, API and determine if there are other considerations #4
• Understand where we can deployment services - Determine where we can host REST services and databases #5
