Create verification system for admins to verify other users

"Verification: there could be an option for admins to update a mutual aid or volunteer user from unverified (default state) to verified after you review whatever information you need. Unverified accounts would limit users from seeing sensitive information (item gallery, etc). The donor verification could be automated just by checking the format of the information they entered."

Acceptance criteria:

• Admins can set a user (e.g. mutual aid user, volunteer user) as verified.

A verify claim is introduced in pull request 22.

In pull request 43, users can be assigned to any supported claim via a dashboard that is visible to users with an admin claim.

In pull request 43, user registration is modified to conform to stakeholder requirements.

Additional work is needed to identify what needs to be verified and requirements of the verification system.
