Near the end of 2018, Mayor Catherine Pugh tasked the Mayor's Office of Innovation ("i-team") with the prevention and remediation of vacant houses, with a particular emphasis on "middle neighborhoods". Our Department of Housing and Community Development (DHCD) indicated that they have the least knowledge of the housing market dynamics in these neighborhoods - not the most distressed neighborhoods, and not the healthiest.
