Description Of Changes
This commit updates to the latest Chocolatey.Cake.Recipe package, which is 0.26.5.
Motivation and Context
While not "required" for this repository, updating all usages of the Recipe package to the latest version, now that a build issue has been addressed with the Licensing Portal build.
Testing
Built locally on developer machine, and same change has been made in a number of other repositories, with no issues.
