To be used in conjunction with https://github.com/tleish/redmine_jstoolbar_ext
Allows an additional button with dropdown templates for easy insertion into the issue edit textarea.
Currently set as viewable for admin only - see /app/views/redmine_jstoolbar_ext_rtd_templates/_redmine_jstoolbar_ext_rtd_templates.html.erb to amend
