This requires a few steps, biggesr one was already done with Handlers and EvmBuilders and allowing logic to be overwritten.

Other requirements are:

Make Spec be a list of flags #918 so we can have Optimism Forks etc.
Generic transaction and block Environment. #916 Would remove need for Optimism fields.

After those are merged i should make path clear.
